ISTANBUL (Reuters) - Turkish Prime Minister Tayyip Erdogan on Saturday hailed the planned withdrawal of Kurdish rebel fighters from Turkey as the end of a "dark era" but warned against potential sabotage of a historic peace process.
The Kurdistan Workers' Party (PKK), which seeks autonomy for Turkey's Kurdish southeast, on Thursday ordered its fighters in Turkey to begin withdrawing to its main base in the mountains of northern Iraq under a carefully choreographed peace plan.
The withdrawal, due to begin on May 8, follows months of negotiations between Turkish intelligence officers and Abdullah Ocalan, the PKK's jailed leader, to try to end hostilities after the bloodiest fighting in a decade erupted in June 2011. More than 40,000 people, mainly Kurds, have died in the conflict since 1984.
"The door is closing on a dark era. Turkey is changing its ill fortune and is entering a new phase," Erdogan told a business group in comments broadcast live by state television, his first since the withdrawal was announced.
"No one should try to pull this process in a different direction," he added. "We remain vigilant against sabotage, against provocations, but today we are much more hopeful, determined and optimistic."
Some 2,000 PKK rebels are set to retreat in small groups in a process that will take months and is to be monitored by Turkish intelligence on one side and the Kurdish regional government in Iraq on the other.
The withdrawal is a significant advance in a process offering the best chance in more than a decade of ending a conflict that has blotted Turkey's human rights record and stunted economic growth.
Yet nationalists have slammed the jailhouse negotiations with Ocalan, who is serving a life sentence for treason, arguing that it means surrender to the demands of "terrorists".
Others have asked what the government has promised Ocalan in return for a PKK withdrawal.
Erdogan's government is now expected to tackle some of the political reforms sought by Kurds, including constitutional changes on citizenship, changes to anti-terrorism laws and broader Kurdish cultural and political rights.
Since sweeping to power 10 years ago, Erdogan has ushered in major changes for Turkey's estimated 14 million Kurds, especially in allowing more use of the Kurdish language, which was completely banned until two decades ago.
But his government has also clamped down on Kurdish political activity, jailing thousands of elected officials, journalists, academics, activists and others from the main Kurdish opposition during trials that are taking years to complete.
BOSTON (AP) ? Boston Marathon bombing suspect Dzhohkar Tsarnaev was moved from a hospital to a federal prison medical center while FBI agents shifted the focus of their investigation to how the deadly plot was pulled off and searched for evidence Friday in a landfill near the college he attended.
Tsarnaev, 19, was taken from Beth Israel Deaconess Medical Center, where he was recovering from a throat wound and other injuries suffered during an attempt to elude police last week, and he was transferred to the Federal Medical Center Devens, about 40 miles from Boston, the U.S. Marshals Service said. The facility, at a former Army base, treats federal prisoners.
"It's where he should be; he doesn't need to be here anymore," said Beth Israel patient Linda Zamansky, who thought his absence could reduce stress on bombing victims who have been recovering at the hospital under tight security.
The FBI's investigation of the April 15 bombing has turned from identification and apprehension of suspects to piecing together details of the plot, including how long the planning took, how it was carried out and whether anyone else knew or was involved.
A federal law enforcement official not authorized to speak on the record about the investigation told The Associated Press on the condition of anonymity on Friday that the FBI was gathering evidence regarding "everything imaginable."
FBI agents picked through a landfill near the University of Massachusetts Dartmouth, where Tsarnaev was a sophomore. FBI spokesman Jim Martin would not say what investigators were looking for.
An aerial photo in Friday's Boston Globe showed a line of more than 20 investigators, all dressed in white overalls and yellow boots, picking over the garbage with shovels or rakes.
Investigators also have continued to interview people who were close to Tsarnaev, including two young men from Kazakhstan who were students with him at UMass Dartmouth.
Azamat Tazhayakov and Dias Kadyrbayev were jailed by immigration authorities the day after Tsarnaev's capture. Kadyrbayev's lawyer, former federal prosecutor Robert Stahl, said the pair, who had partied with Tsarnaev and other students at an off-campus apartment, had nothing to do with the attack and had no idea their friend harbored any violent thoughts.
"These kids are just as shocked and horrified about what happened as everyone else," Stahl said. He said they are being held for violating their student visas by not regularly attending classes and want to return to Kazakhstan as soon as possible.
U.S. officials, meanwhile, said that the bombing suspects' mother had been added to a federal terrorism database about 18 months before the deadly attack ? a disclosure that deepens the mystery around the Tsarnaev family and marks the first time American authorities have acknowledged that Zubeidat Tsarnaeva was under investigation before the tragedy.
The news is certain to fuel questions about whether President Barack Obama's administration missed opportunities to thwart the marathon bombing, which killed three people and wounded more than 260.
Tsarnaev is charged with joining with his older brother, now dead, in setting off the shrapnel-packed pressure-cooker bombs. The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents. Investigators have said it appears that the brothers were angry about the U.S. wars in Afghanistan and Iraq.
Two government officials, speaking on condition of anonymity because they were not authorized to speak publicly about the investigation, said the CIA had Zubeidat Tsarnaeva's name added to the terror database along with that of her son Tamerlan Tsarnaev after Russia contacted the agency in 2011 with concerns that the two were religious militants.
About six months earlier, the FBI investigated mother and son, also at Russia's request, one of the officials said. The FBI found no ties to terrorism. Previously U.S. officials had said only that the FBI investigated Tamerlan Tsarnaev.
In an interview from Russia, Tsarnaeva said Friday that she has never been linked to terrorism.
"It's all lies and hypocrisy," she said from Dagestan. "I'm sick and tired of all this nonsense that they make up about me and my children. People know me as a regular person, and I've never been mixed up in any criminal intentions, especially any linked to terrorism."
Tsarnaeva faces shoplifting charges in the U.S. over the theft of more than $1,624 worth of women's clothing from a Lord & Taylor department store in Natick in 2012.
Earlier this week, she said she has been assured by lawyers that she would not be arrested if she traveled to the U.S., but she said she was still deciding whether to go. The suspects' father, Anzor Tsarnaev, said that he would leave Russia soon for the United States to visit one son and lay the other to rest.
A team of investigators from the U.S. Embassy in Moscow has questioned both parents in Russia this week, spending many hours with the mother in particular over two days.
Meanwhile, New York's police commissioner said the FBI was too slow to inform the city that the Boston Marathon suspects had been planning to bomb Times Square days after the attack at the race.
Federal investigators learned about the short-lived scheme from a hospitalized Dzhokhar Tsarnaev during a bedside interrogation that began Sunday night and extended into Monday morning, officials said. The information didn't reach the New York Police Department until Wednesday night.
"We did express our concerns over the lag," said police Commissioner Raymond Kelly, who with Mayor Michael Bloomberg had announced the findings on Thursday.
The FBI had no comment Friday.

MOBILE, Ala. (AP) ? A large fire that began with explosions aboard two fuel barges in Mobile, Ala., was rocked by a seventh explosion early Thursday and fire officials said they planned to let the fire, which has injured three, burn overnight.
Firefighters from Mobile and U.S. Coast Guard officials responded after 8:30 p.m. CDT Wednesday to a pair of explosions involving the gas barges in an area of the Mobile River east of downtown, authorities said.
As they were responding, a third explosion occurred around 9:30 p.m., Mobile Fire and Rescue spokesman Steve Huffman wrote in an email to The Associated Press. Additional explosions followed over the next few hours.
The Coast Guard said early Thursday that a one-nautical-mile safety zone had been established around one barge, which it said was "at the dock for cleaning."
Authorities said three people were transported to University of South Alabama Medical Center after suffering burn-related injuries. Huffman identified them as workers with Oil Recovery Co. The three were in critical condition early Thursday, according to hospital nursing administrator Danny Whatley.
Across the river, the Carnival Triumph, the cruise ship that became disabled in the Gulf of Mexico last February before it was towed to Mobile's port, was evacuated, said Alan Waugh, who lives at the Fort Conde Inn in downtown Mobile, across the river from the scene of the explosions. Waugh saw the blasts and said throngs of Carnival employees and others were clustered on streets leading toward the river as authorities evacuated the shipyard.
"It literally sounded like bombs going off around. The sky just lit up in orange and red," he said, "We could smell something in the air, we didn't know if it was gas or smoke." Waugh said he could feel the heat from the explosion and when he came back inside, his partner noticed he had what appeared to be black soot on his face.
U.S. Coast Guard Petty Officer Carlos Vega said the initial blast took place in a ship channel near the George C. Wallace Tunnel ? which carries traffic from Interstate 10 under the Mobile River. The river runs south past Mobile and into Mobile Bay, which in turn flows into the Gulf of Mexico.
Video from WALA-TV (http://bit.ly/15NEYJl) showed flames engulfing a large section of the barge, and a video that a bystander sent to AL.com (http://bit.ly/13vWz4G) showed the fiery explosions and billowing smoke over the river.
The cause of the explosion was not immediately clear, Huffman and Vega said.
"Once (the fire) is out and safe, a full investigation will take place," Huffman wrote.
Mobile Fire Chief Steve Dean told AL.com he was confident the fire wouldn't spread to nearby industrial properties, including the shipyard where the Carnival cruise ship is docked.
Huffman said the ship is directly across the river from the incident ? about two football fields in length.
The barges are owned by Houston-based Kirby Inland Marine, company spokesman Greg Beuerman said. He said the barges were empty and being cleaned at the Oil Recovery Co. facility when the incident began. He said the barges had been carrying a liquid called natural gasoline ? which he said is neither liquefied natural gas or natural gas. He said the company has dispatched a team to work with investigators to determine what caused the fire.
The explosion comes two months after the 900-foot-long Carnival Triumph was towed to Mobile after becoming disabled on the Gulf during a cruise by an engine room fire, leaving thousands of passengers to endure cold food, unsanitary conditions and power outages for several days. The ship is still undergoing repairs there, with many workers living on board.
Carnival didn't immediately respond to an emailed request for comment late Wednesday.
Earlier this month, the cruise ship was dislodged from its mooring by a windstorm that also caused, in a separate incident, two shipyard workers to fall into Mobile Bay. While one worker was rescued, the other's body was pulled from the water more than a week later.

Current president and CEO of Nintendo Co., Ltd. Saturo Iwata was just given a new gig by his struggling employer. In addition to the roles he already has, Iwata will now assume the position of CEO of Nintendo of America (NoA), replacing current chief executive and chairman Tatsumi Kimishima, who is transferring to the company's Kyoto headquarters to serve as the General Manager of both the Corporate Analysis and Administration as well as the General Affairs Division.
Iwata will now oversee NoA president and Chief Operating Officer Reggie Fils-Aime. His and Kimishima's new appointments are just one part of an executive-level reshuffling for Nintendo's board of directors as several key members plan to retire.
In a statement announcing the new appointments, Nintendo said the move will support "the company's unified global strategy" and "allow streamlined decision making and enhance Nintendo's organizational agility in the current competitive environment."
Nintendo announced the executive shifts alongside its 2013 fiscal year earnings report, which saw the company return to profitability after posting its first loss in three decades the previous year.
The news is hardly encouraging for the world's largest video game console maker, however. Nintendo reported a net profit of ?7.10 billion ($71.7 million) for the year ended in March, up from a loss of ?43.20 billion in the previous year but nearly half the company's projected ?14 billion.
Much of this income gap stems from lower-than-expected sales of its new home entertainment console, the Wii U, which was first released last November. The company announced that just 3.45 million Wii U units have shipped worldwide so far?more than half a million units short of its January forecast for 4 million, which was itself a diminished forecast from the original 5.5 million projection. These figures imply that the Wii U only shipped an additional 390,000 units globally in the last three months.
The company predicted that net income will rise to ?55 billion yen in the fiscal year ending March 31, 2014, saying that it expects to sell 9 billion Wii U consoles in the coming year. Analysts, however, have remained wary about the console's commercial prospects as it faces increased competition from competitors like Sony and Microsoft ? both of which are expected to release next-generation gaming devices of their own in time for the 2013 holiday season.
Michael Pachter, an analyst at Wedbush Securities who told NBC News last week in no uncertain terms that he thinks Iwata "sucks" at his job, said the Wii U is "just a baffling thing" that disregards the very interests of the home console market to which it is meant to appeal.
"I've always said that I think they came up with a solution and never identified the problem that they were solving," Pachter said.
"And the proof of that is: how many people call it a tablet when it first came out?" he added, referring to the large touchscreen controller officially known as a "GamePad" that comes with the device.
Pachter didn't doubt the attraction that many gamers still feel to beloved Nintendo game franchises like "Super Mario Bros." and "The Legend of Zelda," but he felt that the fact that Nintendo had to release a separate Xbox 360-style "Wii U Pro" controller showed that the company no longer knows how to appeal to many of the gamers would be willing to make a hefty investment into a new console.
And without a guaranteed audience of dedicated console gamers like Sony or Microsoft has, the company risks losing its already tenuous third-party support to make new games for the Wii U.
"It doesn't appear they're going to get long-lasting third party support," Pachter said. "The ones that did support are going to abandon it if it doesn't sell better," presumably once the PlayStation 4 or new Xbox can offer developers a larger customer base than the Wii U can.
Without that third-part support, Nintendo is left with its many "Mario" and "Zelda" franchises, which have certainly done enough to support the 3DS, but not necessarily an additional console ? and a pricier one at that.
"None of us can figure out why exactly we want one," Pachter said. "We don't need a home console that's like the 3DS, and that's just what the Wii U is."
UNIVERSAL CITY, Calif. (AP) ? NBCUniversal plans to begin construction this summer on a $1.6 billion, 25-year expansion of its Los Angeles-area theme park, offices and production facilities.
The company owned by Comcast Corp. announced Tuesday that it would start building The Wizarding World of Harry Potter at its Universal Studios Hollywood theme park, along with upgraded TV production studios and office space on the studio lot.
The project would eventually include a hotel and retail outlets, adding nearly 2 million square feet to the studio complex. The plan initially called for nearly 3,000 residences, but that was dropped last year after objections from local residents and politicians.
The Los Angeles County Board of Supervisors tentatively approved the plan Tuesday, unanimously directing its lawyers to prepare documents for final approval.

LOS ANGELES (AP) ? It's a Super Bowl matchup for the ages: cats vs. dogs.
The Puppy Bowl, a fixture on Animal Planet during the Super Bowl for nearly a decade, will have new competition next year from the Kitten Bowl, the Hallmark Channel announced this month.
"We would like to own the day," said Bill Abbott, president and CEO of Crown Media Family Networks, which is home to the Hallmark Channel and Hallmark Movie Channel.
"Copycats," chided Animal Planet in a statement.
Win or lose in the ratings, all the animals stand to benefit. Hallmark will use between 50 and 100 kittens from animal shelters around the country, and Abbott vowed to place each one in a home.
Animal Planet placed every dog and cat on this year's show ? 63 puppies and 21 kittens. (Cats serve as halftime entertainment for the two-hour Puppy Bowl.)
The annual Puppy Bowl has a football theme, with the dogs scoring "touchdowns" if they cross a goal line with a chew toy.
Kittens in the Kitten Bowl will compete on an agility course set up with hurdles, scratchers, tunnels, hoops and weave poles. Laser pointers and toys on strings will be used to entice the kittens.
Judges will look at each kitten's ability to cuddle and win the hearts of viewers.
"We had to develop some kind of framework to show what wonderful animals they are. They are their own little souls," Abbott said. "Many people don't realize how entertaining cats are and what great companions they are for people."
Most of the competition will be unscripted. Kittens can't be expected to figure out a timed course, so not doing it in the cutest way will determine the winner, Abbott said. The Most Valuable Kitten will be the cutest of them all.
The show is part of Hallmark's Pet Project Initiative and will be done with a partner, the American Humane Association.
Is the showdown between puppies and kitties on different cable channels likely to answer the age-old question about which one is the most popular?
Well, there are cat people and there are dog people. And then there are people like Ana Bustilloz at the Society for the Prevention of Cruelty to Animals Los Angeles. "I love dogs and cats equally. I like to have everything. Puppies are a lot of fun, and kittens are wildly amusing," she said.
"I will channel surf, for sure."
For the past two years, the spcaLA has sponsored a dog in the Puppy Bowl. The first one, Fumble, was even named Most Valuable Puppy. Bustilloz said she hopes to get an animal from the shelter in each bowl this year.
Animal Planet and Hallmark have a good relationship.
"We're just happy that pet adoption is being promoted and more animals are finding their fur-ever homes," Animal Planet's statement said.
Abbott said there will be little competition between the networks, and neither expects to overshadow Super Bowl XLVIII, which airs on Fox Sports. The three bowls will be televised around the same time on Feb. 2, 2014.
"There is no way anybody will beat the Super Bowl ratings," Abbott said. "We are all playing for a little bit of a different share."
This year, a record 12.4 million people watched during the 12-hour Puppy Bowl X broadcast. By comparison, the Super Bowl was watched by 108.4 million people to become the third most watched show in TV history.
The National Football League also supports the efforts to raise awareness about animals and shelters.
"The Super Bowl brings families together, and we love the idea that it includes the adoption of dogs and cats on Super Bowl Sunday," spokesman Greg Aiello said.
"We love animals here at the NFL, including cats and dogs," spokesman Brian McCarthy added. "We also love Dolphins, Ravens, Bengals, Colts, Jaguars, Broncos, Eagles, Bears, Lions, Falcons, Panthers, Cardinals, Rams and Seahawks."

LOS ANGELES (AP) ? The Los Angeles Clippers played above the rim, not enough to live up to their Lob City moniker but enough to beat Memphis at its own rebounding game.
Chris Paul led seven players in double figures with 23 points, Eric Bledsoe had 15 and the Clippers dominated the boards in a 112-91 victory over the Grizzlies in their Western Conference playoff opener on Saturday.
Chauncey Billups scored 14 points, and Caron Butler and Jamal Crawford had 13 apiece on a night when Blake Griffin was held to 10 points and five rebounds before fouling out with 3:32 left. The high-flying Clippers had just one dunk, but enjoyed a 47-23 advantage on the glass.
"I just decided not to dunk that often," Paul said, jokingly. "Just shoot floaters. I don't know what Blake's problem was."
Griffin bantered back, saying, "I just wanted to foul."
"They're tough inside and in the end our guys made shots. We don't live for the dunk. It just happens sometimes ? a lot of the time," he said.
Just not this time.
Griffin missed a dunk in the first quarter, when Tony Allen and Ed Davis had Memphis' only two. DeAndre Jordan's driving one-handed slam midway through the fourth was the Clippers' first, and the big man's first and only basket of the game.
"We were able to get in front of them before they take off," said Jerryd Bayless, who led the Grizzlies with 19 points.
Marc Gasol had 16 points and two rebounds, and Zach Randolph had 13 points and four boards in the rematch of last year's first-round series, won by the Clippers in seven games. Randolph finished with five fouls and Bayless was one of four Grizzlies with four fouls.
"That's not acceptable," Gasol said about the rebounding difference. "Once we made a stop, they kept running in and getting offensive rebounds and second-chance points. We have to be better than that. The rebounds were the difference."
Game 2 is Monday night at Staples Center.
"We've got to really, really step up and execute better," Gasol said. "They cannot outhustle us."
The Grizzlies closed within a point early in the fourth on a 3-pointer by former Clipper Keyon Dooling. Los Angeles answered with a 15-3 run to go up 92-79, equaling the 13-point lead it had in the first half. Eric Bledsoe, who had seven points, opened and closed the spurt with layups as the reserves helped the Clippers outscore the Grizzlies 37-22 in the period.
"Bled is that blur," Paul said. "It gave us more versatility. They didn't know who to guard."
The game was slowed by the referees, who called Memphis for 29 fouls and the Clippers 28.
Memphis owned a 48-46 edge in scoring in the paint, while the Clippers dominated 25-5 in second-chance points.
Griffin and Randolph staged a wrestling match within the game. Griffin said his back, which had spasms in the regular-season finale on Wednesday, felt good.
"I'm ready for however many games it's going to take," Griffin said. "If that's the way he wants to play, let's do it."
Randolph said: "It's not that big of a deal right now. We want to win the next one. If we can't win the next one, then it's a big deal."
The Grizzlies never led, and it didn't help that Randolph picked up two fouls and Mike Conley Jr. had three in the first half. Besides Griffin, Jordan had four fouls, while Matt Barnes, Lamar Odom and Ronny Turiaf had three apiece for the Clippers.
"They had two or three guys going to the glass every time," Conley said. "They were jumping over us and using their athleticism."
Paul scored his team's first seven points in the third, extending the lead to 64-53.
The Clippers led 57-51 at halftime after Barnes tipped in Paul's miss just before the buzzer. They led by 13 points early in the second before the Grizzlies cut it to two points twice in the final 1:24.

MAKHACHKALA, Russia (AP) ? The two brothers suspected in the Boston Marathon bombings have their ethnic roots in Chechnya, a part of the Caucasus Mountains that has spawned decades of violence ? from separatist wars to suicide attacks, blood feuds and hostage sieges.
Authorities have not linked Tamerlan and Dzhokhar Tsarnaev to any insurgent groups, and the Kremlin-backed strongman who now leads Chechnya says the brothers got their inspiration in the U.S., not the troubled region in southern Russia.
"They weren't living here. They were living, studying and growing up in America," Chechen leader Ramzan Kadyrov said in an interview on Russian television. "They have been educated there, not here."
The families of Tamerlan Tsarnaev, the 26-year-old killed in a gun battle with police in Massachusetts overnight, and his 19-year-old brother, Dzhokhar, left Chechnya long ago and moved to Central Asia, according to the Chechen government.
Before arriving in the United States a decade ago, the brothers lived briefly in Makhachkala, the capital of Dagestan, a neighboring, violence-wracked Russian province where their father still resides.
The conflict in Chechnya began in 1994 as a separatist war, but became an Islamic insurgency dedicated to forming an Islamic state in the Caucasus. Dagestan has since become the epicenter of the insurgency.
Russian troops withdrew from Chechnya in 1996 after the first Chechen war, leaving it de-facto independent and largely lawless, but then rolled back three years later following apartment building explosions in Moscow and other cities blamed on the rebels.
Kadyrov has Moscow's carte blanche to stabilize Chechnya with his feared security services, which are accused of killings, torture and other rampant human rights abuses.
The Tsarnaev brothers lived in the region only briefly as children, but appeared to have maintained a strong Chechen identity. Dzhokhar Tsarnaev's first name is the same as Chechnya's first separatist president, who was killed in a Russian airstrike.
The suspects' uncle, Ruslan Tsarni of Montgomery Village, Md., urged Dzhokar Tsarnaev to turn himself in, saying: "He put a shame on our family, the Tsarnaev family. He put a shame on the entire Chechen ethnicity."
In the interview on Russian TV, Kadyrov offered his condolences to the Boston Marathon victims, but placed the blame squarely on the United States.
He added on Instagram that "the roots of this evil are to be found in America," but offered no explanation. He also criticized U.S. authorities for failing to capture the older brother alive.
Russia has relied on Kadyrov, a ruthless former rebel, to bring a degree of stability to Chechnya in recent years. But the Islamic insurgency has spread to neighboring provinces, with Dagestan ? sandwiched between Chechnya and the Caspian Sea ? now seeing the worst of the violence. Militants launch daily attacks against police and other authorities.
Militants from Chechnya and neighboring provinces have carried out a series of terrorist attacks in Russia, including a 2002 raid on a Moscow theater, in which 129 hostages died, most of them from the effects of narcotics gas that Russian special forces pumped into the building to incapacitate the attackers.
In 2004, militants from Chechnya took more than 1,000 people hostage at a school in Beslan, and the siege ended when gunfire erupted after explosions tore through the gym. More than half of the 330 people who died were children. There also have been numerous bombings in Moscow and other cities.
The Obama administration placed Chechen warlord Doku Umarov on a list of terrorist leaders after he claimed responsibility for 2010 suicide bombings on Moscow's subway that killed 40 people and a 2009 train bombing that claimed 26 lives.
Russia faced strong international criticism for its indiscriminate use of force against civilians and other rights abuses in Chechnya. The two separatist wars killed an estimated 100,000 people, and Russian bombing reduced most of Chechnya's capital, Grozny, and many other towns and villages to rubble, sending tens of thousands fleeing.
The federal forces suffered heavy casualties in the hands of lightly armed rebels, who relied on their centuries-old warrior culture and knowledge of rugged terrain to offset the Russian edge in firepower. The Chechens' successes were reminiscent of their exploits in 19th-century battles against a czarist army that spent decades trying to conquer the Caucasus.
In recent years, militants in Chechnya, Dagestan and neighboring provinces have largely refrained from attacks outside the Caucasus.
Russian officials and experts have claimed that rebels in Chechnya had close links with al-Qaida. They say dozens of fighters from Arab countries trickled into Chechnya during the fighting there, while some Chechen militants have fought in Afghanistan.
President Vladimir Putin's spokesman, Dmitry Peskov, said Friday that the Russian leader had long warned the West about the dangers posed by the Chechen rebels.
"Back at the time when we had a war raging in the Caucasus, Putin repeatedly said that the terrorists shouldn't be divided into 'ours' and 'theirs,' they mustn't be played with, differentiated into categories," Peskov said, according to Russian news agencies. It was an apparent reference to Western reluctance in the past to agree to the Kremlin branding rebels in Chechnya as terrorists.
The U.S. has long urged Russia's government and separatist elements in Chechnya not aligned with al-Qaida or other terrorist organizations to seek a political settlement.
Washington provided aid to the area during the high points of fighting in the 1990s and in the early 2000s, and has demanded human rights accountability. But the U.S. always backed the territorial integrity of Russia, never endorsing the separatists' desire for an independent state. And it has supported Russia's right to root out terrorism in the region.
Dozens of Chechens have trained in Pakistan's northwest frontier of Waziristan, but most have returned to Russia to fight.
Recently, however, the al-Qaida inspired group Tehrik-e-Taliban Pakistan has made strides at recruiting European fighters for attacks against the West, according to Noman Benotman, a former jihadist fighter who now works for the London-based Quillium Foundation.
The TTP, which has supported attacks in response to U.S. drone strikes, was linked to the failed 2010 attack in New York City's Times Square.
In recent years, people from Chechnya have faced charges in several European countries.
In 2011, a Danish court sentenced a Chechen-born man to 12 years in prison for preparing a letter bomb that exploded as he was assembling it in a Copenhagen hotel.
Last month, Spain's Interior Ministry said French and Spanish police arrested three suspected Islamic extremists in an operation in and around Paris. A statement said the suspected activists were of Chechen origin and believed linked to a terror cell dismantled in August in southern Spain.
That same month, a Turk and two Russians of Chechen descent were arrested and jailed in Spain on charges of belonging to an unidentified terror organization and possession of explosives. They have since been released while investigations continue.
The U.S. security think tank Stratfor said Friday that if the Tsarnaev brothers had any link to al-Qaida, or one of its franchise groups, it would "likely be ideological rather than operational, although it is possible that the two have attended some type of basic militant training abroad."
Stratfor added that the Boston bombings highlighted the fact that "the jihadist threat now predominantly stems from grassroots operatives who live in the West rather than teams of highly trained operatives sent to the United States from overseas, like the team that executed the 9/11 attacks."
"There will always be plenty of soft targets in a free society, and it is incredibly easy to kill people, even for untrained operatives," it said.

Have you tried putting your "if" statement inside the do ... while loop instead of enclosing it?

You could have a function for the math problem, and another to check whether to go again.

ACCRA (Reuters) - Oil-rich Ghana's effort to slow rampant public spending may be undone by middle-class professionals demanding that a generous, 2010 wage policy be implemented in full.
The strikes - by doctors, professors and pharmacists - pose the sternest test for President John Mahama since he took office in January and raise questions over the course of economic policy in one of Africa's hottest frontier markets.
Mounting pressure for generous public sector wage rises in the newly oil-producing nation could make it tougher for Ghana to meet its target of trimming its fiscal deficit to 9 percent of gross domestic product this year, from 12.1 percent in 2012.
The International Monetary Fund last week urged Ghana to control its "ballooning wage bill" after salary costs jumped 47 percent in 2012, an election year. A shortfall in oil production helped push the fiscal deficit to twice the forecast level.
Concerns over the high deficit prompted ratings agency Fitch to downgrade Ghana's outlook to negative from stable in February and have raised concerns among economists and investors.
"If we don't get everybody to understand this is not a question of power playing then the 9 percent the government has targeted for 2013 is not only not achievable but the financial markets will be rattled," said Joe Abbey, executive director of the Center for Economic Policy Analysis think-tank in Accra.
For decades, Ghana lagged behind its western neighbour Ivory Coast and regional giant Nigeria. Now it is attracting investors with a combination of oil, precious metals and cocoa, plus the political stability evidenced by successive peaceful elections.
However, the strikes come against a backdrop of energy shortages that have led to power rationing as domestic demand has boomed following the start of oil production in 2010.
After briefly appreciating early this year, the cedi currency has also resumed a gradual slide against the dollar, while inflation has ticked higher in recent months, reaching 10.4 percent in March. The yield on the government's benchmark 2-year bond has ticked up to just under 17.5 percent.
The Ghana Medical Association (GMA) union said its strike was not motivated by a deal-me-in mentality to Ghana's oil wealth, which came on stream in 2010. It said the government had failed to properly implement its own salary review policy.
"Government has no respect for doctors and for healthcare delivery," said GMA president Kwabena Opoku-Adusei. "When it is work they say: 'It is an essential service'. When it is salary they say: 'It doesn't matter'."
POUND OF FLESH
Union sentiment has been hardened by a recent decision to award members of parliament a hefty pay increase and by revelations of massive spending on elections last year.
Both factors make it harder for the government to hold its line in the face of union demands, according to the opposition National Patriotic Party (NPP).
"Now everybody is demanding their pound of flesh," said former minister and NPP communication director Nana Akomea.
Public sector doctors suspended outpatient consultations, the union said, causing hardship in a country of around 25 million whose medical system is already stretched.
"I'm not in favour of the strike but if it will make the government pay attention then perhaps they have to go on with it," said Anita Afonu, an independent film maker based in Accra.
The strikes are rooted in government efforts to tackle disparities in public salaries in line with the 1992 constitution and to keep talent from joining the private sector.
In 2010, Ghana began a five-year migration of 480,000 public servants onto what it called the Single Spine Pay Policy. Police were the first group to switch and received a 240 percent rise because they were one of the most underpaid groups.
That fed expectations of comparable windfalls for others.
"The issue is that (the government) probably did not manage the public expectations properly," said George Smith-Graham, chief executive of the Fair Wages and Salaries commission.
The GMA said there are around 3,000 doctors who rank among the elite of Ghana's civil servants and merit a market premium payment. A senior medical specialist doctor earns around 5,000 cedis, according to the wages commission.
The Ministry of Information last week said the strike was illegal and urged unions to abide by the decisions of the government's National Labour Commission and return to work.
Talks on Friday between unions, the wages and labour commissions and government representatives made progress, the Secretary General of Ghana's TUC, Kofi Asamoah, told Reuters.
Pay and pensions for doctors in Ghana is low by international standards, driving many to emigrate to the West.
"The young ones look at the old ones who have retired and they don't want to go that way," Opoku-Adusei said, adding there were many examples of respected doctors who "died like paupers".
