South Korea catches up to North Korea on the space race

South Korea says its first successful launch Wednesday of a rocket from its own soil has opened a new era of opportunity, taking the pressure off to keep up with its rival, North Korea, on a space race.

President Lee Myung-bak hailed the launch as the first step toward opening an "era of space science" for the country, according to his spokesman.

The launch comes after at least two previously failed attempts, including one in 2009 and 2010. The rocket blasted off at 4 p.m., here, and put a science satellite into orbit, making South Korea the 13th nation to successfully put a satellite into space from its own country ? just after rival North Korea surprised with its own successful launch last month.

The South had previously run up against serious US resistance to a satellite launch attempt. The US feared the development and launch of a satellite was a cover by Seoul to develop and test long-range missiles. If that were the case, worried the US, it could spark an arms race with Pyongyang.

RECOMMENDED: Kim 101: How well do you know North Korea's leaders?

The North?s launch of a satellite in December was quickly condemned by the international community for violating UN resolutions, and was seen widely as a cover to test weapons capabilities.

Washington is still somewhat worried about a space race with the North, says Scott Snyder, Senior Fellow for Korea Studies at the Council on Foreign Relations. But after South Korea and the US reached a new missile agreement in October, allowing Seoul to develop longer-range ballistic missiles capable of striking all of North Korea with stronger warheads, it appears likely that Washington would no longer oppose the South?s development of long-range missiles.

Mr. Snyder says that given the technical problems that South Korea has had with Russia as a partner in its attempts to launch the "Naro rocket," it may now seek out a new partner and should look at NASA as an option.

Meanwhile, for Washington, ?the opportunities could potentially outweigh the concerns at this point? to working with Seoul rather than against it, says Snyder. The US needs to consider carefully how it interacts with close ally Seoul, when the competition is Russia. US-South Korean collaborative efforts could benefit America economically and strategically, he says.

James Clay Moltz, a professor at the Naval Postgraduate School, agrees. South Korea ?can expand its reach into space by building more intensive cooperative links with its friends and allies, thus allowing it to cost-share in international missions and satellite constellations without having to own or construct all of the technology,? he says.

What Is Hot For Internet Marketing Business Today? ? Talking Odours

If you aren?t sure what is hot for internet marketing business today I have one word for you: Panda. You may have heard people doing a lot of talking about Panda lately and if you aren?t sure what it is I will help you out. In this article I will explain what Panda is, whether it is a good or bad thing and what you need to do with your business to make Panda work for you.

Panda is an algorithm update by Google. It was actually implemented in early 2011 and it sent many people into a tailspin. There has been much written about in regards to Panda and, as you can imagine, not all of it has been accurate.

For this article on what is hot for internet marketing business today I want to start with the basics so if you?re not sure what an algorithm is it is basically just the computer program that Google uses to define how websites will be ranked.

I?m sure you know that there are millions of sites on line and more everyday. All the search engines want to make sure that when you and I go to the search engine to find information on some product or service that we get just what we are looking for. They want our results to be as spot on as possible. To that end they are always tweaking their algorithms.

For us as internet marketers these tweaks aren?t really a bad thing it just means that we need to stay up to date and we may need to make some changes to our sites and the way we do things so we don?t lose any of our rankings.

One of the biggest things that came out of the Panda update was the way that people did article marketing. It was common practice that people would find a list of keywords associated with their niche market, write a bunch of fairly generic low quality articles (or have them written for them) and submit them all over to these huge sites called article directories.

The problem, at least according to Google, is that the majority of these articles were repetitive with little new information being presented and these huge article directories had millions of them.

That was a no- no as far as Google was concerned. For that reason many of these article directories suddenly found themselves on page 512 instead of page one. As a result their traffic went from a raging river to a trickle virtually overnight.

Scary, right? But it isn?t all bad and it isn?t the death of article marketing. You just need to learn how to do it better. Today the articles need to be longer for one thing. They should be at least 700 words long.

But that?s still not enough, they must also be relevant to the topic at hand, they shouldn?t be loaded up with mindless keyword phrases and they must be well written.

You should also make changes right on your website too. Add new content regularly and follow the same quality guidelines I just spelled out. In addition don?t make your site all about keyword optimized content but rather just focus on a topic. If your site is about dog training make that your focus when creating your content.

For example, don?t get so caught up on a bunch of mindless keywords: dog training for German Shepard?s, Dog Training for Rottweilers, Dog Training for Poodles, etc.
Instead go for topics like: the best dog collars for dog training, should you use treats for dog training, how long does it take to train a dog, etc. See the difference? These are topics not just keywords.

So, that is what is hot for internet marketing business today. Follow these simple tips and you shouldn?t have to be afraid of the big bad Panda.

HUNTSVILLE, TX (1/30/13 )-- More than 63,000 offenders in the Texas Department of Criminal Justice participated in educational programs offered by the Windham School District during the 2011-2012 fiscal year, which have been found to decrease recidivism rates, increase employment opportunities, and result in higher wages and higher levels of educational achievement among participants, a study at Sam Houston State University found.

Faculty from the College of Criminal Justice and Correctional Management Institute of Texas at SHSU evaluated the effectiveness of education and vocational programs offered by the school district on offender outcomes. Some of the programs included were the Adult Basic Education Program, which includes literacy training and GED preparation; the Post Secondary Education Program, which provides continuing education in vocational and academic settings; Career and Technical Education, which integrates career path planning and technology training to prepare offenders for the workforce; and the Cognitive Intervention Program, which addresses thinking patterns and is designed to improve behavior.

The study was based on offenders released from TDCJ facilities in Fiscal Year 2009, whose activities were followed through 2012. In FY2009, there were 72,218 offenders released from state prisons, with 51,058 or 70 percent who participated in educational programs offered by the Windham School District. Offenders who participated in adult basic education classes achieved "significantly higher" reading, math and language scores than non-program participants, and those advancements, particularly in reading, resulted in much lower re-incarceration rates among offenders, the study found. The study compared recidivism rates among first time offenders with person, property, drug and other crimes with offenders who did not participate in the Windham programs.

In addition to education and recidivism, offenders who participated in Windham educational programs generally had higher earnings than those who did not. Participants in the vocational certification programs and cognitive intervention program earned "significantly higher" wages after their release from prison, with an average of $3,010.59 and $3,180.81 earned respectively each quarter. This compared to $2,843.65 and $2,795.39 earned quarterly by those who did not take part in Windham educational offerings.

The study, entitled "Evaluation of the Windham School District Correctional Education Program," was a collaborate effort between Sam Houston State University and Indiana University of Pennsylvania. The report is expected to be presented to various members of the Texas State Legislature.

In addition to the evaluation of the effectiveness of programs, the report also highlighted some of the district achievements in the 2010-11 academic year, during which nearly 74,500 offenders participated in correctional education programs. Among those were 35,000 offenders who participated in literacy programs, more than 1,300 who were in special education, and nearly 1,000 who enrolled in ESL classes. As a result, 5,169 GED certificates were issued to program participants, with 85 percent of those who took the test passed it. In addition, more than 8,000 offenders participated in post-secondary education efforts, earning 447 Associate's degrees, 31 Bachelor's degrees and nine Master's degrees.

Importance of Trademark Protection, Why Is It needed ? Internet ...

bookcover4_corporatelaw.jpg

Like any trademark, even domain names are subject to the legal protections from any sort of infringement that they go through; thus, domain name registrants can get protection from the intellectual protection right laws that are applicable in almost all advanced countries and member of international trade laws. Moreover, as there are a number of existing and potential buyers of international names that may come across with infringement of their rights, they may get the same addressed at WIPO as it provides arbitration and mediation when some dispute with respect to the same arises.

However, legal cure of infringement comes next and it may not even appear if there is right trademarks protection strategy at place. The domains and sub-domains can get maximum protection using right technology and hiring the companies that are known to provide trademarks protection. Nevertheless, it is quite essential from the point of view of brand protection to get protection for domains and sub-domains which have become trademark of their own type. The major function of the entire trademarks protection is to protect the brand from any sort of abuse or misuse by miscreants or unscrupulous elements.

Nevertheless, registering a domain name as a trademark and registering a domain name are slightly two different things. Thus, a user cannot register the the .com, however, if the use of the fits the laws criteria, the same can be registered without much hassle. There cannot be better thing than consulting an attorney for the purpose of domain name registration as trademark for they know well what are the specific requirements for a to become a trademark and get protection from intellectual property right laws.

The buyers can get a registered if it does not infringe upon any other or it is not confusingly similar to some existing domain name. The lawyers who are familiar with the Internet, and their qualification to become trademarks can provide the much needed legal consultation with respect to the intellectual property laws that are applicable. Thus, the laws prior to registering the concerned as a trademark are lucid clear, that is, a can though be bought, getting the same as trademark is little different and needs additional qualifications.

Trademark protection using technical inputs and envisaging the legal tools that are essential to provide the much needed protection for trademark have become right option for companies that are brand conscious.

Illinois to allow immigrants to get licenses

SPRINGFIELD, Ill. (AP) ? Illinois is the fourth state to allow illegal immigrants to obtain a driver's license with a new law signed by the governor.

Democratic Gov. Pat Quinn signed the legislation Sunday surrounded by hundreds of supporters who say the measure will make Illinois' roads safer and expand opportunities for illegal immigrants.

Quinn says people need a way to get to work, drive to the doctor and drive their children to school. Chicago Mayor Rahm Emanuel says the new law should serve as a model for the nation.

New Mexico and Washington both issue licenses to undocumented immigrants, while Utah issues permits.

Illinois officials say the dissemination of the temporary licenses is expected to begin in November.

The legislation was billed as a public safety measure and had bipartisan support.

Stan Musial remembered during funeral Mass

ST. LOUIS (AP) -- Stan Musial was remembered during a funeral and memorial outside Busch Stadium on Saturday as a Hall of Famer and a St. Louis icon embraced by generations of fans who never had the privilege of watching him play.

Broadcaster Bob Costas, his voice cracking with emotion at times, pointed out during a two-hour Mass that in 92 years of life, Stan the Man never let anyone down.

Costas noted that even though Musial, who died Jan. 19, was a three-time NL MVP and seven-time batting champion, the pride of Donora, Pa., lacked a singular achievement. Joe DiMaggio had a 56-game hitting streak, Ted Williams was the last major leaguer to hit .400, and Willie Mays and Mickey Mantle soared to stardom in the New York spotlight. Musial didn't quite reach the 500-homer club - he finished with 475 - and played in his final World Series in 1946, ''wouldn't you know it, the year before they started televising the Fall Classic!''

''What was the hook with Stan Musial other than the distinctive stance and the role of one of baseball's best hitters?'' Costas said. ''It seems that all Stan had going for him was more than two decades of sustained excellence as a ballplayer and more than nine decades as a thoroughly decent human being.

''Where is the single person to truthfully say a bad word about him?''

There was enough room in the large Roman Catholic church for a handful of fans. One of them wore a vintage, No. 6 Musial jersey. Another clapped softly as pallbearers carried the casket from the church to the hearse to the tune of bagpipes.

Among those in attendance were baseball Commissioner Bud Selig, former St. Louis standout Albert Pujols and Hall of Famers Bob Gibson, Lou Brock, Ozzie Smith, Bruce Sutter, Whitey Herzog and 90-year-old Red Schoendienst, who once roomed with Musial. Joe Torre, a former MVP and manager in St. Louis, and Tony La Russa, who became close with Musial during his 16 seasons managing the Cardinals, sat near the front along with current manager Mike Matheny.

Pujols, who had been on track to challenge many of Musial's franchise records before signing with the Angels 13 months ago, exchanged hugs with Fred Hanser, a member of the Cardinals ownership team, before taking his seat.

Jim Edmonds, a star center fielder for two World Series teams in the 2000s, has the same last name as one of Musial's sons-in-law. He said Musial informed him that they were distant relatives, and greeted him as ''Hey, Cuz!''

''I thought he was kidding at first,'' Edmonds said. ''That's pretty cool.''

Jack Clark, a slugging first baseman for the Cardinals during the 1980s, said he perhaps respected Musial most for his decency during baseball's sometimes difficult period of integration in the 1940s and 1950s.

''Stan kind of crossed that color barrier. When people were getting on the African-American players, he stuck up for them. It was a time when you could kind of get your finger pointed at you for that stuff,'' Clark said. ''People loved him, and he loved them right back.''

Bishop Richard Stika, pastor at Musial's' church in suburban St. Louis for several years, speculated during the homily about why Musial was never ejected from a game during his career: ''I think deep down, that was because he didn't want to go home and face Lil.''

Musial's wife of nearly 72 years, Lillian, died last year.

Grandson Andrew Edmonds said the public Musial was no different from the private Musial, the grandpa who bought McDonalds for the family every Sunday. He recalled a fan telling him, ''Your grandpa's best attribute is he made nobodies feel like somebodies.''

Pallbearers included Cardinals President Bill DeWitt III, Musial grandsons Andrew Edmonds and Brian Schwarze, and the retired star's longtime business partner in Stan the Man Inc., Dick Zitzmann.

After the service, the hearse and vans filled with the Cardinals' delegation drove to Busch Stadium, where Musial's family laid flowers at the base of one of his statues - the one that made the move across the street from the old Busch - while being serenaded by ''Take Me Out to the Ball Game.'' Color guards from the city's fire and police departments flanked the statue, along with more than a dozen ballpark ushers. A single Clydesdale walked slowly down the street.

Cardinals closer Jason Motte shook his head.

''This is nothing like I've ever seen,'' he said.

During a funeral that was almost entirely upbeat, son-in-law Martin Schwarze got the biggest laugh when he recounted a 1995 radio interview with Jack Buck during which Musial was asked how good of a hitter he'd have been had he played in the modern era. Musial, who finished with a .331 career batting average, replied he probably would have batted about .275, and Buck said ''Whoa, whoa, whoa,'' that's way too low.

Then Musial added with a chuckle, ''Hey, Jack, I'm 75!''

Thousands filed through the Cathedral Basilica at Musial's six-hour public visitation on Thursday, and hundreds more attended the service.

Hundreds more were waiting at the more prominent of the two Musial statues outside Busch Stadium, where fans have gathered since Musial died after several years of declining health. Next to the statues were flowers, balloons, teddy bears, helmets, autographed items and a homemade sign that read ''Thanks for the memories. You live in our hearts, No. 6.''

''He's been a hero to us for four generations,'' Kathy Noorman of Wentzville, Mo., said, speaking near the statue. ''He was such a good man, somebody you can hold up to grandkids and your own kids as an example of who they should be.''

Mark Springman, 57, of Alton, Ill., brought a bottle of champagne to the statue shrine. He saw Musial play in 1963, Stan the Man's final season, and has been a season-ticket holder for about 15 years.

''He was more than a ballplayer,'' Springman said. ''He was the man.''

PJ Lifestyle ? Can iPad + iPhone + Macbook Pro + Real Book = An ...

My ?10 Secret Reasons Why The Avengers Is the Best Superhero Film? mini-ebook concluded with this image depicting my attempt to organize my intellectual preoccupations and professional pursuits for 2013. Now to begin exploring how to utilize the technology to bring about this harmonic balance.

Three weeks after publicly proclaiming seven self-improvement goals for the new year, my quest for more disciplined time management still remains the most elusive. Some of the problem is that I have not yet figured out how best to utilize the four tools that will navigate me through the combination of my personal and professional lives:

*** Laptop

*** iPad

*** Cell phone ? currently a Motorola Droid but soon to switch to an iPhone? Finally!

*** Extra large Moleskine journal

Part of this I can blame on not having all the puzzle pieces yet. My new journal ? a birthday present from The Wife ? arrived on Friday. And our new phones won?t appear until the end of the week. But soon I?ll have only myself to blame for those all-too-familiar feelings of anxiety and frustration that still arrive some days when I fail to achieve all the goals set.

I suspect that part of the problem is my tendency to multitask. As much as I want to focus on just writing a blog post or just editing an article or just reading a book from the stack of to-review titles, it?s so easy for interruptions ? a phone call from a writer, an instant message from another PJM editor ? and stray thoughts to lead me astray. And then before I know it I?m juggling numerous tabs across devices, drowning in a sea of emails, tweets, and YouTube videos. And then I?ll have half a dozen tasks part of the way done. Then Maura, our Siberian Husky, comes and asks for me to take her out.

75% there. The Wife thinks the new iPhones she ordered for us will arrive by Friday. The Moleskine sits under the mousepad. I?m now discovering too that it?s big enough to double as a decent lap-board?

Part of the problem is the nature of the technology itself. For most of the tasks that I do throughout the day I can technically use either my laptop, phone, or iPad. And often even within the same program. Writing emails, reading news reports, and publishing PJM articles through WordPress ? these all happen in a single program on one device, and thus end up intermingling together. I haven?t figured out yet which devices and programs are the best.

A few areas that I?ll investigate on in the next few weeks and then report on:

1. Is it easiest to keep track of and respond to emails the traditional way with a computer or primarily on ipad, or phone?

2. Can I really get to the point where it?s possible to publish and edit WordPress articles from the iPad? Can one blog more efficiently and effectively from iPad instead of laptop?

3. What possibilities do the cameras on the iPad and iPhone allow for increasing organization? Am I the only one who has gotten in the habit of casually taking photos of bits of information I?d rather not forget?

4. Maybe I should experiment with this as a ?division of powers? of sorts: A) To encourage concise communication, email primarily on the iPhone or iPad B) Use laptop for serious writing and editing, work C) The iPad should be utilized for consuming and sharing media (keeping up with news, blogs, and Kindle books) and social networking.

But what I?m definitely going to start doing:

5. With my new Moleskine journal (volume 15) I?m going to get in the habit of early?EVERY?day, taking the time to write down a quick summary ? perhaps a bullet list ? of my goals and plans for the day. If I can visualize the ideal day first thing can I then project an image of it through the visual reminders on the iPad and cell phone? Can I program my technology to help program me into a more organized, more focused person? We shall find out?

Death toll at Algerian gas plant continues to grow

ALGIERS, Algeria (AP) ? The death toll from the bloody terrorist siege at a natural gas plant in the Sahara climbed to at least 81 on Sunday as Algerian forces searching the complex for explosives found dozens more bodies, many so badly disfigured they could not immediately be identified, a security official said.

Algerian special forces stormed the facility on Saturday to end the four-day siege of the remote desert refinery, and the government said then that 32 militants and 23 hostages were killed, but that the death toll was likely to rise.

The militants came from six countries, were armed to cause maximum destruction and mined the Ain Amenas refinery, which the Algerian state oil company runs along with BP and Norway's Statoil, said Algerian Communications Minister Mohamed Said. The militants "had decided to succeed in the operation as planned, to blow up the gas complex and kill all the hostages," he said in a state radio interview.

With few details emerging from the remote site of the gas plant in eastern Algeria, it was unclear whether anyone was rescued in the final operation, but the number of hostages killed Saturday ? seven ? was how many the militants had said that morning they still had.

The Algerian security official said the 25 bodies found by bombs squads on Sunday were so badly disfigured that it was difficult to tell whether they were hostages or attackers. The official spoke on condition of anonymity because of the sensitivity of the situation and said those casualties were not official yet.

The squads were bombing the plant in the Sahara Desert to defuse mines they said were planted throughout the vast site, not far from the Libyan border.

In addition to the bodies found at the site Sunday, a wounded Romanian who had been evacuated and brought home died, raised the overall death toll to at least 81.

The Masked Brigade, founded by Algerian militant Moktar Belmoktar, claimed responsibility for the attack. Belmoktar claimed the attack in the name of al-Qaida, according to the text from a video the Mauritania-based Internet site, Sahara Media, said it had obtained. The site sometimes carries messages of jihadists.

"We at al-Qaida are responsible for this operation that we bless," Sahara Media quoted the video as saying. The video was dated Jan. 17, a day after the attack began. Belmoktar recently created his own group in a schism with associated in al-Qaida in the Islamic Maghreb, but his statement appears to show his link with the terror group's motherhouse and put the stamp of global jihad on the action by a special commando unit, "Those Who Sign in Blood."

The American government has warned that there are credible threats of more kidnapping attempts on Westerners in this North African nation which shares a long border with Mali where a French intervention is underway to end a threat by Islamist militants holding the country's vast north.

The kidnappers focused on the foreign workers, largely leaving alone the hundreds of Algerian workers who were briefly held hostage before being released or escaping.

"Now, of course, people will ask questions about the Algerian response to these events, but I would just say that the responsibility for these deaths lies squarely with the terrorists who launched a vicious and cowardly attack," British Prime Minister David Cameron said Sunday. Three Britons were killed and another three believed dead, along with a foreign resident of Britain.

The siege at Ain Amenas transfixed the world after radical Islamists linked to al-Qaida stormed the complex where hundreds of people from around the world work, on Wednesday, then held them hostage surrounded by the Algerian military and its attack helicopters for four tense days that were punctuated with gun battles and dramatic tales of escape.

Algeria's response to the crisis was typical of its history in confronting terrorists, favoring military action over negotiation, which caused an international outcry from countries worried about their citizens. Algerian military forces twice assaulted the two areas where the hostages were being held with minimal apparent mediation ? first on Thursday, then on Saturday.

"To avoid a bloody turn of events in response to the extreme danger of the situation, the army's special forces launched an intervention with efficiency and professionalism to neutralize the terrorist groups that were first trying to flee with the hostages and then blow up the gas facilities," Algeria's Interior Ministry said in a statement about the standoff.

An audio recording of Algerian security forces speaking with the head of the kidnappers, Abdel Rahman al-Nigiri, indicates that the hostage-takers were trying to organize a prisoner swap with authorities.

"You see our demands are so easy, so easy if you want to negotiate with us," al-Nigiri said in the recording broadcast by Algerian television. "We want the prisoners you have, the comrades who were arrested and imprisoned 15 years ago. We want 100 of them."

People familiar with al-Nigiri confirmed that the voice in the recording was his.

In another phone message, al-Nigiri described how half the militants had been killed by the Algerian army on Thursday and that he was ready to blow up the remaining hostages if security forces attacked again.

SITE Intelligence Group, which monitors videos from radicals, posted one showing al-Nigiri with what appears to be an explosive belt strapped around his waist, dating from Jan. 17, after the start of the attack.

Algeria's prisons are filled with militants from the long battle with Islamist extremists that began in the 1990s.

David Plouffe, a senior adviser to President Barack Obama, said Sunday that al-Qaida and al-Qaida-affiliated groups remain a threat in northern Africa and other parts of the world, and that the U.S. is determined to help other countries destroy these networks. Speaking on "Fox News Sunday," Plouffe said the tragedy in Algeria shows once again "that all across the globe countries are threatened by terrorists who will use civilians to try and advance their twisted and sick agenda."

The U.S. State Department issued a travel warning Saturday night for Americans in or traveling to Algeria, citing credible threats of the kidnapping of Western nationals. The department also authorized the departure from Algeria of staff members' families if they choose to leave.

Immediately after the assault, French President Francois Hollande gave his backing to Algeria's tough tactics, saying they were "the most adapted response to the crisis."

"There could be no negotiations" with terrorists, the French media quoted him as saying in the central French city of Tulle.

Hollande said the hostages were "shamefully murdered" by their captors, and he linked the event to France's military operation against al-Qaida-backed rebels in neighboring Mali. "If there was any need to justify our action against terrorism, we would have here, again, an additional argument," he said.

On Sunday, French Foreign Minister Laurent Fabius said he was "appalled" at the idea that blame would be laid on Algerian authorities instead of the jihadist captors.

"The terrorists ... they're the ones to blame," Fabius said on France's iTele TV channel. He said Algerian officials were in touch with the French during the crisis. "But they didn't have to tell us: 'Here is what we will do.'"

In the final assault, the remaining band of militants killed seven hostages before 11 of them were in turn cut down by the special forces, Algeria's state news agency said. The military launched its Saturday assault to prevent a fire started by the extremists from engulfing the complex and blowing it up, the report added.

A total of 685 Algerian and 107 foreigner workers were freed over the course of the four-day standoff, the Interior Ministry statement said, adding that the group of militants that attacked the remote Saharan natural gas complex consisted of 32 men of various nationalities, including three Algerians and explosives experts. The military also said it confiscated heavy machine guns, rocket launchers, missiles and grenades attached to suicide belts.

Algeria has fought its own Islamist rebellion since the 1990s, elements of which later declared allegiance to al-Qaida and then set up new groups in the poorly patrolled wastes of the Sahara along the borders of Niger, Mali, Algeria and Libya, where they flourished.

The standoff has put the spotlight on al-Qaida-linked groups that roam these remote areas, threatening vital infrastructure and energy interests. The militants initially said their operation was intended to stop a French attack on Islamist militants in neighboring Mali ? though they later said it was two months in the planning, long before the French intervention.

The militants, who came from a Mali-based al-Qaida splinter group run by an Algerian, attacked the plant Wednesday morning. Armed with heavy machine guns and rocket launchers in four-wheel drive vehicles, they fell on a pair of buses taking foreign workers to the airport. The buses' military escort drove off the attackers in a blaze of gunfire that sent bullets zinging over the heads of crouching workers. A Briton and an Algerian ? probably a security guard ? were killed.

The militants then turned to the vast gas complex, divided between the workers' living quarters and the refinery itself, and seized hostages, the Algerian government said. The gas flowing to the site was cut off.

The accounts of hostages who escaped the standoff showed they faced dangers from both the kidnappers and the military. The militants focused on the foreign workers from the outset, largely leaving alone the hundreds of Algerian workers who were briefly held hostage before being released or escaping.

Michael Bisping?s title shot hopes evaporate as Vitor Belfort wins UFC on FX main event by TKO

Michael Bisping needed a win at UFC on FX 7 in Sao Paolo, Brazil, on Saturday night to keep his title shot hopes alive. But Vitor Belfort got the better of him, winning with a second round TKO.

Belfort ended the first round well, wobbling Bisping with a head kick followed by aggressive punches and knees. The round ended before Belfort could put Bisping in real danger, but it was a sign of things to come.

In the second round, Belfort landed another head kick, but this one sent Bisping to the ground. Belfort followed with several strikes on the ground until the fight was stopped at 1:27 in the second round.

Bisping, who got into a heated exchange with Belfort during a pre-fight press conference, was humble in defeat.

"It was a beautiful kick. He caught me. He was better than me tonight," he said after the fight.

Bisping was hoping for a big win so that he could get a chance at Anderson Silva and the UFC middleweight belt. In his Yahoo! Sports pre-fight blog, Bisping said his motivation for wanting to fight Belfort was simple.

"He?s trying to take my title shot off me. He?s trying to take my family?s security off me," Bisping wrote.

But now it's unlikely he'll get near a title shot any time soon. Bisping is 1-2 in his last three fights. Though he's been in the UFC since 2006, this fight was his best chance of earning a shot at the title.

[Related: UFC on FX 7 bonuses: Belfort wins Knockout of the Night]

Belfort fought for the middleweight title in 2011 and light heavyweight title in 2012. He lost both times, but didn't hesitate to ask for a title shot in his post-fight interview.

"I want that belt. Get that punk Chael Sonnen out. Let me fight Jon Jones! Not that clown!"

Sonnen, who has fought at light heavyweight in the UFC since 2005, is fighting for the UFC light heavyweight belt against champion Jones in April.

Dolloway, Gonzaga, Nurmagomedov notch wins

C.B. Dolloway took a thrilling win in the co-main event over Daniel Sarafian, who was making his UFC debut. The judges saw it 29-28, 28-29, 29-28 for Dolloway, who came back to win the fight after not having a great start. Sarafian easily took the first round. He slowed Dolloway down early in the round, and got the better of exchanges throughout.

Sarafian owned the second round with big punches, but almost lost late in the round. Dolloway hit Sarafian with an uppercut, and then swarmed with several more strikes on the ground. The horn to sound the end of the round saved Sarafian from a stoppage that looked seconds away.

[Also: Bellator's debut on Spike TV ends up a mixed bag ratings-wise]

Dolloway started out the third round well with takedowns and much better positioning, but Sarafian swept to get on late. Sarafian took Dolloway's back, but couldn't get in a rear naked choke. Then Dolloway reversed position as the fight ended. His record moves to 13-4.

Gabriel Gonzaga's condition deep into a fight is often a problem, but he didn't have to worry about it with a second-round submission win over Ben Rothwell. After outstriking and outwrestling Rothwell in the first, Gonzaga grabbed an arm-in guillotine from the standing position. To get more leverage, Gonzaga jumped guard. He cinched Rothwell with his legs and tightened the guillotine. Rothwell tapped at 1:01 in the second round.

This is the second straight win for Gonzaga since returning to the UFC. Both have come by submission.

Khabib Nurmagomedov started the main card off with a quick and exciting win over Thiago Tavares. Nurmagomedov dropped Tavares with an uppercut, and then finished with several elbows. The fight was stopped at 1:55 in the first round, though not quickly enough for UFC president Dana White, who tweeted, "Ok that is officially the END of Dan M!!!! Guys head is straight up his [expletive] 2 night!!!! 17 vicious strikes!!!! After he was already hurt"

With this win, Nurmagomedov has three straight wins in the UFC, and an overall record of 19-0.

Live in a lighthouse on Chesapeake Bay

9 min.

56 Shore Dr, Mathews County, Va.
For sale: $288,000

Wanted: A homeowner with a dedication to history and lighthouses, willing to do a little renovation and, of course, live in a home set three miles offshore.

Unlike other lighthouses, the Wolf Trap Light Station is not firmly anchored to a rocky shore, but set out in Chesapeake Bay. Built in 1894, the Mathews lighthouse is a "caisson-style" lighthouse, which means it was constructed to withstand ice flows and whatever else the Atlantic Ocean throws that way.

Named for the Wolf Trap Shoal that juts out into the bay, the lighthouse still contains a working light, now operated by computer and maintained by the Coast Guard, explains real estate agent Laura Pierce of ERA Bay Real Estate.

"It hasn't been lived in since the last lightkeeper was there," Pierce said. "You would have to restore it and update it, but someone could live there full time or part time."

The home was first offered for nonprofit and historical properties under the Lighthouse Preservation Act, but when the lighthouse didn't receive any offers, it was sent to auction, where a private owner bought it in 2005. The listing?also includes a waterfront property on shore, which is used for a landing to go back and forth to the lighthouse.

The home measures about 1,500 square feet, says Pierce, with five floors, including the top floor, which contains the light.

"The final floor is big enough that you can climb up and walk around the light," she said. "It's a big structure."

As an added incentive, Pierce mentions that because the home is a historic property, it's tax-exempt, and the state of Virginia?will offer tax credits to the next owner who restores the home to its former glory.

According to current mortgage rates, a monthly payment on the home would be $1,015, assuming a 20 percent down payment on a 30-year mortgage.

Hugh Jackman helps church

Hugh Jackman organised for producers to donate ?10,000 to pay for new heating at the British church where 'Les Miserables' was filmed.

Hugh Jackman helped pay for heating at a church.

The charitable 44-year-old actor was struck by the plight of St Mary the Virgin church in Ewelme, Oxon, where he filmed scenes for Tom Hooper's new musical drama 'Les Miserables', and organised for producers to pay ?10,000 to fund the building's new heating system.

The Rev Jonathan Meyer told The Daily Star newspaper: ''The spiritual message of the film brought everyone together.''

Generous Hugh also impressed his co-stars - who included Russell Crowe, Anne Hathaway and Amanda Seyfried - with his kind-hearted nature because he kept everyone's spirits up on set during the gruelling shoot by treating them to fun gifts.

'Les Miserables' star Eddie Redmayne recently said: ''Hugh was the leader. He would keep all our spirits up and every Friday he would buy all the cast and crew a lottery ticket because by that time we were on our knees. His capacity for generosity of spirit was extraordinary.''

However, Hugh - who had to shed a massive 30 pounds to play emaciated ex-convict Jean Valjean - revealed he almost quit the blockbuster production due to stress and a catastrophic rehearsal.

He admitted on stage at the Golden Globes while accepting his best Actor prize: ''I really thought I'd bitten off more than I could chew. My wife talked me off that cliff, like she talks me most days.''

Apple to launch iPad 5 and iPad mini 2 in March, analyst forecast suggests

Apple is readying two even newer additions to its iPad range for an imminent release, an analyst familiar with the iMaker?s plans has revealed.

Brian White of Topeka Capital Markets has apparently scooped from last week?s Consumer Electronics Show (CES) in Las Vegas that the fifth-generation iPad and the successor to the iPad mini will be launched in March, merely five months after the latest editions hit shop shelves.

iPad 4 (fourth generation) white official

In a research note to investors, White said: "Our checks at CES indicate Apple will release the iPad 5 and the second-generation iPad mini this March,? adding that ?the iPad 5 is expected to be lighter and thinner than the iPad 4 that was released in October, while the form factor of the iPad mini should be similar to the first generation iPad mini that debuted in October.?

Meanwhile, supply chain gossip suggests the iPad mini sequel will be equipped with a Retina display, with Shenzhen Century Science & Technology (SCST), a subsidiary of Foxconn, on manufacturing detail.

iPad mini white official

According to a China Times report, Apple is said to be considering a new display tech called One-Glass Solution (OGS) that enables a higher pixel density, while keeping thickness to a minimum by combining the touch sensor and the cover glass into a single layer.

Although Apple typically launches new iPads in March, it broke tradition by launching the iPad mini and the iPad 4 in November. Assuming the intel above is correct, it?s looking increasingly likely that iPads may well go the way of Macbooks, with a new version released every six months.

Spanish cuts widen Europe's north-south research divide

MADRID | Wed Jan 16, 2013 10:45am EST

MADRID (Reuters) - Amanda Bolanos, a young Spanish scientist, knows she will not be coming home.

"Exiled in Cambodia" read the banner the molecular biologist carried at a protest in Madrid against government cutbacks. Back on leave from Phnom Penh, the 30-year-old researcher plans to head for Latin America if her present contract in Cambodia is not renewed. She sees little chance of finding work in Spain.

Bolanos and other scientists say sharp cuts in Spanish state spending on research and development, part of efforts to lower the national debt, leave them little choice but to go abroad. And they worry the cuts put Spain's competitive future at risk.

"There are two problems," said another demonstrator, Amaya Moro-Martin, 38, an astrophysicist with a prestigious Ramon y Cajal fellowship. "One is that there isn't enough investment. The other is that the investment there is isn't efficient."

She returned to Spain after 11 years in the United States but Moro-Martin, who carried her infant daughter on the march, said there was no chance her contract in Spain would be renewed at the end of this year and she will probably go abroad again.

Spain's modest place in the world of scientific research is far from new. Moro-Martin's fellowship is named after one of just two Spaniards ever to win a Nobel science prize.

And while state spending on R&D, even since the financial crisis hit, is comparable to that of wealthier EU governments such as Germany, private research by Spanish firms trails their northern rivals: current total national R&D spending is only about 1.4 percent of Spain's GDP, half the level in Germany.

But what particularly worries Spanish scientists who fret for their jobs, and economists who see research spending as an engine of growth, is that far from redoubling efforts to catch up, Spain now risks falling even further behind its competitors.

The government chopped fully 25 percent off its research and development budget last year and will trim a further 7 percent in 2013, leaving it at under 6 billion euros ($8 billion). The German government, by contrast, is increasing spending on R&D by over 6 percent this year to close to 14 billion euros.

With an economy just over 40 percent the size of Germany's, Madrid is still spending a comparable amount to Berlin, but the government's critics fear it is not doing enough to make up for a historic lag in investment, especially by private firms.

An official at the Economy Ministry, which swallowed up the science ministry after conservative Prime Minister Mariano Rajoy took power a year ago, insisted the government was doing what it could: "In the current circumstances we are keeping the system going and preparing for the future, to guarantee that every euro spent is well invested," the official said. "We have to create the best conditions possible so our scientists come back."

Spain is not alone. As France, Britain, Germany and others in the north fund more research to fend off competition from Asia, Italy has also scaled back its government R&D budget, prompting Roberto Natalini, a mathematician at Italy's National Research Council (CNR) to warn: "We will pay for this in the medium term, not immediately. We will lose our competitiveness."

TWO-SPEED EUROPE

Without more private R&D spending, Spain, Italy and others in the south may continue to lag. But critics of government cuts say these risk creating a vicious circle, discouraging business:

"Public money attracts private sector money," said biologist Antonio Baraber from Spain's National Oncology Centre. "You can't just hope people will invest if there's no base."

In 2010, OECD figures show, only 242 international patents were filed from Spain, compared to over 5,600 from Germany. Where the private sector accounts for over two thirds of total German R&D spending, in Spain it provides less than half.

All the more reason, Spain's researchers say, for their government not to be cutting while competitors invest more:

"There's a crisis everywhere but other countries aren't cutting off the lifeline," said Ester Artells, a 36-year-old Spanish biologist based at Marseille University in France.

The German government has raised its R&D budget by 6.3 percent this year and France is finding 1.2 percent more. After cutting back, Britain too is adding investment in science.

Venture capitalist Francisco Marin, whose Ambar fund invests in Spanish technology firms, said Madrid's failure to catch up in generating ideas to drive new businesses was a big risk for a country where one worker in four is already out of a job:

"Employment and wealth come from the creation of new companies," he said. "Existing companies don't create employment, they keep it at the same level."

Carlos Andradas, the mathematician who is president of the Spanish Confederation of Scientific Societies (COSCE), says it will take years, if not decades, to bridge the widening gap Spain has allowed to open up with its northern competitors.

"When you fall behind in a race, catching up is very hard," Andradas said. "It will take a long time for Spain to catch up, starting from a position of insufficient development."

Protesting astrophysicist Moyo-Martin believed her country had begun to improve its international performance in research in recent years, half a century after New York-based Severo Ochoa became the last Spaniard to win a Nobel science prize.

Now, however, it was back in a "very precarious position", she said: "The problem is, what's happening now isn't reform - it's just cuts."

Israel police block Palestinians from reoccupying protest camp

- Jan 15, 2013
Reuters

E1, West Bank (Reuters) - Israeli police, using stun grenades, blocked about 50 Palestinian activists who tried on Tuesday to reoccupy tents they pitched last week on a patch of West Bank land which Israel wants for Jewish settlements.

Israel has drawn strong international criticism over plans to build settler homes in the area, known as "E1", which connects the two parts of the Israeli-occupied West Bank outside Arab suburbs of East Jerusalem [This is Israel's land based on San Remo Resolution].

On Sunday, hundreds of police officers evicted the protesters, who had claimed the area in the name of a future Palestinian state. The large, steel-framed tents remained standing at the site pending the outcome of Israeli Supreme Court hearings on Israel's intention to remove them.

Protesters who tried to return to the tents on Tuesday were confronted by police officers who told them the site had been designated off-limits by the army.

One activist wore a white bridal gown and their cars were decked out in bright ribbons, making the protest look like a traditional Palestinian wedding.

"The protesters continued to make their way up. Police pushed the protesters back down the hill," police spokesman Micky Rosenfeld said. "Two stun grenades were used to disperse the protesters and prevent attempts to climb back up."

Twenty Palestinians were detained for questioning, he said.

For years Israel froze building in E1, which houses only a police headquarters, after coming under pressure from former U.S. President George W. Bush to keep the plans on hold.

But Prime Minister Benjamin Netanyahu announced plans late last year to expand settlements after the Palestinians won de-facto statehood recognition at the United Nations General Assembly in November.

Many countries view Jewish settlement building in areas captured by Israel in a 1967 war as illegal and echo Palestinians concern such construction could deny them a viable and contiguous state.

E1 covers some 4.6 sq miles (12 sq km) and is seen as particularly important because it not only juts into the narrow "waist" of the West Bank, but also backs onto East Jerusalem, where Palestinians want to establish their capital.

About 500,000 Israelis and 2.5 million Palestinians live in the West Bank and East Jerusalem. Direct peace talks between Israel and the Palestinians broke down in 2010 over the issue of Israel's continued settlement building.
